Do you think children should be encouraged to join organisations such as brownies, cubs etc?

Do you think if children were more involved in such group activities they would have a better attitude and spend less time running riot?I do remember alot of activities espeacially during the holidays but do not know any kids who actuallya re brownies etc, do they still exist?
