Will Windows 7 be compatible with previous Vista, Xp programs?
Will one be able to install old programs that one uses in older models such as Windows XP or Vista or will it be a new OS that will not be compatible with any old program?

XP Mode is a Virtual PC-based, fully licensed copy of a Windows XP SP3 environment. It will be free, via download, for Windows 7 Professional, Enterprise, and Ultimate editions. XPM works much like Virtual PC 2007, but does not require you to run the virtual environment as a separate Windows desktop. Instead, as you install applications inside the virtual XP environment, they are published to the host Windows 7 OS as well. That way, users can run Windows XP-based applications transparently alongside Windows 7 applications under a single desktop.

16-bit software not running is a limitation in 64 bit rather than windows7
you'd encounter that problem even under windowsXP 64bit
but as you said, anything that doesn't work can always be tried under a virtual machine(even microsoft acknowledges that with their new XP mode which integrates an XP virtual machine into some windows7 versions)
